- Add carrots, potato and rutabagas to the pan and simmer covered until meat and vegetables are tender and stew thickens slightly, about 40 minutes. Spoon fat from surface of stew.
Remove shanks from dish and transfer to a bowl. Bring pan juices to the boil. Place the lamb shanks in the slow cooker. Sprinkle shanks with salt and pepper. Heat oil in heavy large pot over medium-high heat.
